City of Redding releases comprehensive budget report following public concerns

The City of Redding has released a comprehensive budget report following concerns from the public.

A few months ago, Redding City Councilmember Tenessa Audette raised concerns about the city’s financial management after reviewing past budgets. She claimed that the City’s cash reserves have been at a negative balance in the last two quarters. She collected all of her concerns and explained them in a document titled Redding Budget Findings.

As a response to Audette’s findings, Redding City Council requested City Treasurer and Finance Director Greg Robinett to prepare a formal, factual analysis.

According to the City of Redding, the report includes detailed clarification on multiple budget-related topics and reaffirms the City’s longstanding commitment to fiscal transparency, accuracy and accountability. They added that each fiscal year, the City’s budget undergoes rigorous internal review and then an independent, third-party audit of the Annual Comprehensive Financial Report, which the City of Redding has successfully passes every year since 2012 without a single negative finding.

Moreover, the City of Redding highlighted that they have received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) for nearly 40 consecutive years which they say underscores Redding’s strong management practices and dedication to transparent reporting. The City’s biennial budget has also earned the Distinguished Budget Presentation Award for three consecutive budget cycles, since 2019. City of Redding staff say the fiscal year 2026-2027 is expected to continue this streak.

“Transparency, integrity and accountability are at the core of every financial operation and decision made at the City of Redding. We take any questions about our financial practices seriously and are proud to demonstrate the accuracy and integrity of the City’s budget through this report,” said Robinett.
